Khalfani History


Khalfani was established by 17 founding members at the National Reconnaissance Office (NRO) in Chantilly, Virginia and approved for charter in Dec 1999.  Our founder Mr. Billy Ray Townes spearheaded, collaborated and coordinated the efforts to form a Blacks In Government NRO chapter and on 15 December 1999, Mr. Townes chaired Khalfani's first chapter meeting. The swearing in of Khalfani's Officers was conducted by Ms. Yolanda Tines, 1st Vice President, Region XI of Black In Government.  Khalfani's first elected Officers were:

Treasurer:  Ms. Toy Jones
Secretary:  Ms. Stacy LeCure
 

Khalfani falls under the jurisdiction of the National Organization of Blacks In Government (BIG).  BIG is a national response to the need for African Americans in government to organize around issues of mutual concern and to use their collective strength to address workplace and community issues.  BIG's goals are to promote EQUITY in all aspects of American life, EXCELLENCE in public service, and OPPORTUNITY for all Americans.  The Chapter welcomes all persons regardless of race, gender, national origin, or religion, who support the goals of BIG.
